Computers play an important role in research and recreational reading in today’s world. They provide free access to information sources that are not within the scope of the library’s budget. Sharing access costs among the taxpayers of the community to provide equal access to all community members furthers the library’s mission in the community. Therefore, the library seeks to provide free computer and internet access to patrons.

Who may use the computers:

Computer access is offered to all library visitors. Patrons under 18 must have a parental consent form on file in order to access the internet. Young children must demonstrate computer competency and respect for the computer equipment in order to have access to local games and software. Because the library’s computer resources are not unlimited, sign-up sheets are maintained in order to provide access to as many people as possible. All users must sign a computer-use agreement, stating that they will use the computers in accordance with the regulations set forth in this document. Exceptions for out-of-town visitors checking e-mail may be made at the discretion of the library staff.

Regulations for general computer use:

1. Patrons are expected to use the computers in a manner that does not disturb those around them and does not damage the computers in any way. Patrons using the computers and the parents of users under the age of eighteen will be responsible to the library for any damage caused to the computer equipment through deliberate destruction or misuse of the computers.

2. Patrons should have basic computer skills. (Ask about computer training at the circulation desk.)

3. Modifications to the computer (downloading new programs, changing the wallpaper, adding or deleting icons) are not allowed and may result in suspension of computer privileges. Any downloads or user files must be saved to user-owned storage devices rather than the library hard drives unless specific exceptions have been made by the library staff.

4. No more than two persons may use a computer together.

5. Computers left unattended for more than ten (10) minutes will be available to other users.

6. Printing is available for a fee. Color printing is also available by request.

7. Library computer resources should not be used for unethical or illegal activity, such as accessing the accounts of others, interfering with the free flow of internet information, sending “hate mail,” or violating copyright or other laws.

Regulations for internet access:

1. Patrons under 18 must have a parental consent form on file at the library to access the internet.

2. In keeping with the public nature of the library computers, all sites viewed should be appropriate for all ages. Filtering is installed on the computers, however no filtering system is perfect. Patrons accessing objectionable sites may lose their computer privileges. The Odon Winkelpleck Public Library seeks to give service to the residents and property owners of Odon and Madison Township by meeting the informational, recreational, educational, and cultural interest and needs of all the district’s residents, regardless of age, gender, race, creed, nationality, physical ability or formal schooling.

Who may use the computers: Computer access is offered to all library visitors.

In the event that the filtering system on the library computers is blocking legitimate sites, it can be temporarily disabled at the discretion of the library staff.

3. Creating an e-mail account is the responsibility of the individual user through web-based services such as Yahoo, Hotmail, or Google. The library does not provide e-mail accounts for public users.

4. Patrons should be aware that the internet is a world of its own, totally beyond the control of the library. Information found there may be valuable or useless, accurate or erroneous, objective or strongly biased to the point of being offensive. What looks like well-researched information may be cleverly-disguised marketing. The library takes no responsibility for the quality of information found on the internet. Patrons are encouraged to be good information consumers, carefully evaluating the validity of the websites they visit.

Consequences for abusive conduct or violating the terms of this policy:

The library is the sole arbiter of what constitutes abusive conduct or violation of its policies.

1. State and Federal Laws

All purchases will be made within the legal requirements of the laws of the State of Indiana and of the United States.

2. Small Purchase Policy

a. If the library expects the purchase to be less than $50,000, a small purchase, the purchase may be made without soliciting bids or proposals.
b. In making purchases of less than $50,000 the following guidelines shall be followed:

The library shall compare prices from as many responsible suppliers of the goods or services required as is practical, and shall purchase from that supplier where total costs are lowest, when quality and timeliness of delivery are comparable.

Preferences will be given to products manufactured in the United States.

Preferences will be given to purchasing from Daviess County businesses when total cost, quality and timeliness of delivery are comparable.

Purchases will not be artificially divided so as to constitute a "small purchase."

c. The Director is authorized to establish charge accounts with businesses from which the library will make purchases on a continuing basis. Library employees who may make purchases using the established charge accounts shall include the Director, the Assistant Librarian, and the Janitor.

d. Any purchase for more than $50 shall have the prior approval of the Director.

e. Purchases of books, magazines, pamphlets, films, filmstrips, microfilms, slides, transparencies, phono discs, phono tapes, models, art reproductions, and all other forms of library and audiovisual materials (including DVDs and VHS tapes) are exempt from the restrictions of this policy in accordance with IC 20-14-3-14.

f. The Director is authorized to establish a petty cash fund for incidental purchases. Library employees who make purchases greater than $10 must have prior approval of the Director.

g. If the library expects the purchase to be more than $50,000 but less than $150,000, the library shall solicit quotes from three or more vendors known to provide the goods or services required, as specified in IC 5-22-8-3.

3. Requests for Proposals and Competitive Bidding

If the library expects the purchase to exceed $150,000, the library shall prepare Requests for Proposals as specified in IC 5-22-9 or follow the competitive bidding procedures as specified in IC 5-22-7, except for those conditions which allow for special purchasing methods as defined in IC 5-22-10.

4. Purchases from the Department of Corrections

As required by IC 5-22-11, the library shall purchase from the Department of Corrections when the supplies and/or services: can be furnished in a timely manner, meet the specifications and needs of the Library, and can be purchased at a fair market value.

5. Purchases from the Rehabilitation Center

As required by IC 5-22-12, the library shall purchase from the Rehabilitation Center under the same conditions as articles produced by the Department of Corrections.

6. Brief overview of the collection

The Odon Public Library first opened in 1906 with less than 100 books. Since that time, the collection has steadily grown to its present size of almost 20,000 holdings. The collection includes, in round numbers:

Adult fiction books – 6,000
Adult non-fiction books – 4,500
Juvenile and young adult (teen) books 6,000
Magazines (36 subscriptions) – 600
Videos – 1,900
Audio books – 200
Rare books (includes family histories) – 75
Music CDs – 100

As a small, rural library with limited funding, patron donations shape the collection to a greater degree than at larger libraries. In an average year, over 50% of new books and videos added to the collection are donations. Decisions for collection development must take these donations into account.

The demographics of the library district show that only 34% of the adult population has attended college and 11% have earned a 4-year college degree. 99.8% of residents over five years of age are proficient in English, although that may change in the future. (Source: Census 2000 data)

In 2008, the library joined the Evergreen Indiana community, giving local patrons access to the collections of what has become dozens of EI libraries and opening up the local collection to patrons of those libraries. This partnership heightens the need for a well-maintained collection of value to both local residents and the broader community.

II. General Collection Development Policies

The library collects materials in the following formats: books, periodicals, pamphlets, audio books, videos, music CDs, newspaper, and microfilm. Books in electronic format are not currently included in the collection, but public demand for such formats will be considered in future acquisition plans. Family histories are accepted and made available upon request.

Specifically:

A. The library attempts to procure all books containing history of the Daviess County area. Donations of historical accounts for adjoining counties are added to the collection if they are in good condition.

B. The collection is in English with the exception of material intended to aid those studying another language. These exceptions include bilingual picture books and language study aids.

C. Non-fiction book purchases focus on works of a general nature, rarely exceeding a high school reading level. Books covering multiple subjects will be given priority over narrower subject matter. More esoteric works from donors will be evaluated for likely interest to the community. Patron input is considered in choosing subjects to cover and update in the non-fiction section, however, professional reviews are consulted in choosing specific titles for purchase. Textbooks are generally not added to the collection.

D. Fictional acquisitions of all formats are based on public requests and likely popularity with library patrons. Any request from a patron for a particular work is evaluated as to advisability of adding that work to the collection. Donated fiction is evaluated primarily on the basis of condition, currency, being unique to the collection, and of general interest. Condensed books and general romance series (e.g. Harlequin books) will not be added to the collection. Popularity within the EI system (based on number of holdings circulating at the time of the evaluation) is taken into consideration for titles available in multiple EI collections. Preference will be given to hardcover books in purchasing decisions. Paperback books will be accepted from donors and shelved separately. Only one copy of any title will be purchased with library funds, however, donations of the most popular titles may be added to the collection.

E. Fiction genres that attract special-interest readers may be separated from the general fiction for the benefit of those readers. Special fiction collections include inspirational fiction (including donated Christian romance), science fiction/fantasy, and westerns. Paperback and hardcover books are combined for these collections.

F. The library subscribes to the Odon Journal, a weekly newspaper, and preserves it in microfilm format. No newspapers from outside the North Daviess community are included in the collection.

G. Because of the low volume of new material acquired each year and limited staff resources, the library does not accept material from booksellers to preview and return. Standing orders are rare and carefully reviewed on an annual basis.

H. The library does not subscribe to electronic databases but is a supporter of INSPIRE, the Indiana virtual library of periodicals and publications made available to all Indiana residents via the internet. Other offsite material may be accessed using interlibrary loan or free internet resources. Government or individual data available in electronic format will be accessible via a public computer station.

I. Periodicals are made available for one year from date of publication before being discarded. Only material of particularly enduring value and interest to the community will be kept beyond two years.

J. Video purchases are divided between new releases that meet community standards, generally PG-13 or more mild, family-oriented entertainment, and classic movies and musicals. Purchases of new releases will be made at the convenience of the staff, generally allowing local video rental businesses several weeks lead time before the video will be made available at the library. DVD format will be the first choice for new videos.

K. Children’s non-fiction acquisitions will be selected in a similar fashion to adult books, accepting public input into subjects covered while using professional reviews to select specific books.

L. Children’s fiction acquisitions will reflect both patron requests and the recommendations of reviewers, balancing popular series with literature that might be overlooked by young readers. Children’s fiction is divided into three age levels – early/easy, intermediate, and young adult (teen) – based on reading level, interest level, and content.

M. Free material sent to the library by various government and special interest groups will not be added to the collection unless it is in one of the formats generally collected by the library. Brochures and publications will be made available in a designated area.

N. Donated materials which do not fit the selection criteria presented above but are appropriate for a library book sale will be given to the Friends of the Library.

III. Challenged Material.

The library fully supports the quest for knowledge among members of the Odon community. Intellectual freedom is acknowledged and protected. All complaints and challenges will be taken seriously and dealt with according to the procedures that have been set in place. In the event that items are challenged, the following events will take place:

The complainant will be given a form to complete and return to the librarian. No comment will be made about the material to the complainant, community, or press at this time. The library director will be notified immediately of the situation. No further action will be taken until the form is returned.

If the form is returned a meeting will be set up. The library director, a member of the library board, the staff member receiving the complaint, and the complainant will be present. The library personnel will present their criteria for selection and arguments for including the “offending” material in the collection. The complainant will be asked to defend their position. If an agreement cannot be reached, the parties involved will take their arguments to the library board where a decision will be reached. The library board president or an appointed professional will be asked to field questions from the press if a need should arise.

The decision will be documented and upheld by all parties involved.

IV. Maintaining the collection.

In the interest of maintaining an attractive, current, and manageable collection, as new materials are added to the collection, old items must be weeded out on a regular basis.

Specifically:

A. Since fiction acquisitions are based on popularity with the public, de-selection is based on the same criteria. A hardcover, adult, general-fiction book that has not circulated in 10 years will be considered a candidate for removal from the collection. However, any one of the following criteria is grounds for reconsideration: 1) the book is still in print, 2) the author is from Indiana, 3) the title is included in the public library fiction catalog of standard works. Paperback and special collection titles, audio books, videos, and children’s fiction will be subject to similar standards with more or less latitude in circulation data. For example, paperback fiction will generally be weeded if not circulated in two years.

B. Nonfiction material presents a greater challenge for weeding. A book with misleading and inaccurate information is a candidate for de-selection regardless of its age or popularity with the public. Currency and accuracy must be added to the criteria used for de-selection in this area. However, the circulation requirement may be relaxed for material that is still current or considered valuable for reference questions or historic information, even though it seldom circulates. Individual judgments for de-selection will be made by the library staff.
(Last revision date: 10 March 2011)

2009-10 Young Hoosier Book Award Nominees at the library

The following titles nominated for the 2009-2010 Young Hoosier Book Award are available at the library.

Picture Book

Fred Stays with Me by Nancy Coffelt
Grandpa for Sale by Dottie Enderle and Vicki Sansum
Ivan the Terrier by Peter Catalanotto
Velma Gratch & the Way Cool Butterfly by Alan Madison

Intermediate

Counting on Grace by Elizabeth Winthrop
A Crooked Kind of Perfect by Linda Urban
A Dog's Life by Ann M. Feel free to look around even if you're not part of the Evergreen Indiana community. This notice is just to let you know what you're looking at.

The following templates available in the Odon shared folder on Evergreen Indiana have been tested and work as advertised as far as I am aware. If you run into a problem, please drop me an email at owpl@mail.odon.lib.in.us .

MISC ODON SHARED
Library Short (Policy) Name and Organizational Unit ID
Gives the name, short (policy) name, and ID number for selected libraries. The ID number is useful when cloning report templates because it can be used as a filter to limit the output to a particular library as an alternative to selecting from a drop-down list. This is done in the base filter section by changing the organizational unit ID operator from "in list" to "equals" and setting the value to the number for the desired library.

ITEMS SUBFOLDER
Material list
Gives a list of (undeleted) items in Evergreen with the following information: Location, Title, Author, Publication date, Creation date/time, Barcode, Call number, Status, and circulation count. Opening the output in a spreadsheet allows for sorting on various pieces of data. Warning: Depending on the size of your collection and how you limit (or don't limit) the data, you may overwhelm the capacity of your spreadsheet.

Items added
Lists items added between dates specified by user (YYYY-MM-DD format) with call number, title, author, barcode, and create date.

PATRON SUBFOLDER
Email address lookup
Traces email address back to patron name/barcode. Useful when bounced email notices give only faulty email address. Shows both active (1) and inactive (0) patron accounts.

Patron List
Produces a list of active patrons with barcode, email and street address, expiration date, profile, and statistical catergory. Can be sorted by various columns in a spreadsheet.

CIRC STATS SUBFOLDER
Circ by date
Gives the total circulation count for a specific date. This can be a real date (calendar selection) or a relative date. I have this set up to run daily and give me the previous day's circulation (relative date of 1 day ago).

Circ count by Month
An improvement over "Monthly circ count," this template will generate a table showing circulation count for each shelving location by month. When creating a report, choose Check Out Date/Time for the "pivot label column". This creates a column for each included month. For year-to-date circulation numbers, set the beginning date as January 1. The first column lists the "Short (policy) name" for the library owning the circulated item. A total for each column can be added when opening the output in a spreadsheet. HINT: If you want fewer rows in your output, clone the template and eliminate unwanted detail in the "Displayed Fields" tab. Removing "shelving location" gives only one row per owning library. Removing both "shelving location" and "short (policy) name" gives total circulation.

OLDER (REPLACED) TEMPLATES SUBFOLDER
Monthly circ count
Gives the monthly circ count for each shelving location. The numbers under "owing org unit" are the organizational unit ID (see above) for the library owning the shelving location. You may see some unfamiliar shelving locations for items coming from other libraries. Opening a spreadsheet with this data will allow you to calculate a total circulation count for the month.

Updated: 4/2/2009

Odon area businesses

Many Odon area businesses can be found on the Odon, Indiana -- Places page on Facebook.

Instructions for Evergreen Indiana account access

These instructions will guide you through your first visit to the Evergreen "My Account" feature. For future visits, you may click either "Search the Catalog" or "My Account" on the right side of the library home page under the sign with our hours. Doing so may trigger some security warnings. Choosing to continue anyway is safe in this case.

You should have been issued a 4-digit password at the library. If you forget your password, contact the library to receive a new temporary password. When you sign in to "My Account," you will be prompted to create your own password. You will then need to sign in again to access your account. Once signed in, you may choose your own username. You can also search the catalog without signing in but will not be able to access your personal information.

There are currently twenty-four libraries in the system. You can narrow your search to the Odon library with the option "Choose a library to search."

By the way, if you add your email address to your account profile (either through "My Account" or at the library) you will receive a courtesy notice when an on-hold book becomes available and three days before an item's due date.

Hope you enjoy it! Click here to go to "My Account."

Press Release for Evergreen Indiana at the Odon library

November 17, 2008

The Odon Winkelpleck Public Library will be closed Tuesday afternoon, November 25 for staff training on new circulation software and will open at 4:00 p.m. The library will also be closed on November 27 and 28 for the Thanksgiving holiday.

On December 8, 2008 the Odon Winkelpleck Public Library and four other Indiana public libraries will install a new integrated library system (ILS), called Evergreen, which will hold the records of all of the library patrons, circulation transactions, and collection items. The Odon library is one of 20 libraries selected by the Indiana State Library to receive the initial Evergreen installation and form the Evergreen Indiana Consortium. Patrons of Evergreen Indiana members will have access to materials at the other member libraries. Most of the costs for the Evergreen installation and ongoing system maintenance are funded by the State Library through Federal Library Services and Technology Act (LSTA) grants.

Odon Winkelpleck Public Library, Brownstown Public Library, Butler Public Library, Jennings County Public Library, and Melton Public Library (French Lick) will join the other Indiana public libraries already using Evergreen: Adams Public Library System (Decatur), Brazil Public Library, Colfax-Perry Township Public Library, Franklin County Public Library System, Hussey-Mayfield Public Library (Zionsville), Jackson County Public Library, Lebanon Public Library, Mooresville Public Library, Plainfield-Guilford Township Public Library and Union County Public Library. These pilot libraries are migrated from a variety of ILS systems and serve populations ranging from 1,500 to 35,000.

What turned the Evergreen Indiana Consortium on to Evergreen was its scalability. At the time, it was unknown whether one, 10, or 100 Indiana libraries would participate in the initiative. However, the nearly seamless conversion of hundreds of Georgia Pines member libraries to Evergreen was a good indication the software was capable of meeting Indiana’s needs.

“The State Library was impressed by the continued growth and development of the Evergreen software itself, and its flexibility to meet the individual needs of the local library,” said Roberta Brooker, Indiana State Librarian. “Evergreen was developed by the library community and possesses many user-friendly modules and applications that best suit the needs of libraries.”

The potential savings for the taxpayer and the convenience for the library user is what attracted the staff at the Indiana State Library to pursue this as a viable initiative for Indiana libraries. Evergreen Indiana is expected to collectively save Indiana’s 238 public libraries about $15 million per year after most of the public libraries in this state are involved.

“The Indiana Library community needs to find viable ways to save tax dollars and this project will not only conserve scarce resources but will also enhance their ability to share resources with one another,” said Brooker. “Eventually, access to the 24 million items owned by Indiana’s public libraries will be just a click away for patrons of participating public libraries.”

In March 2008, over 100 libraries (including public libraries representing 59.5% of Indiana’s population) submitted a “letter of intent” indicating an interest to participate in the initial discussion among Indiana libraries of how an open-source ILS might be of value to libraries. On August 25, Hussey-Mayfield became the first pilot library to migrate to Evergreen Indiana. By January 2009, 19 pilot libraries will be using Evergreen. An additional 11 libraries have joined the Evergreen Indiana consortium and will migrate in the first half of 2009.

The catalog conversion for the Odon library will begin after closing on Friday, December 5 and will be completed by the time the library reopens at 1:00 p.m. on Tuesday, December 9.

“Customers will find Evergreen Indiana to be easy to use and the new catalog software will offer many popular features,” said Marsha Lynn, library director. “For instance, individuals can keep a personal list of what they have read or want to read, and may share the list with friends and others via the library’s catalog.”

2008-09 Young Hoosier Book Award Nominees at the Odon Library

Pictures Books

Aliens are Coming!
